As regards (3) of Foreign Office telegram No. 105 (sic) it occurs to me that the point could
perhaps be made by an addition to draft (A) somewhat

Your Excellency that application of part of these monies
for rehabilitation of railways will enable the railway
administration to make arrangements for settlement of
cutstanding debts due to British merchants for rolling
stock and other railway material supplied in the past

Minister for Foreign Affairs informed me April 20th that he would not be able to give me definite reply to Boxer indemnity proposals until he had consulted Minister of Finance who is due here from Hankow April 26th. He does not seem to anticipate any special difficulties however and fully appreciates and shares your desire to deal with it promptly and if possible during the life of the present parliament. It might be useful if I knew
definitely what is the latest date for laying papers
